I would suggest checking the galnet newsfeed for the 31st July.

“Theta Group managed to delete most of their data prior to capture, but we retrieved a short message that they received on the 31st of July.

“Unfortunately the message has been encrypted using a pre-arranged cipher key, without which its contents are unreadable.

Both the sender and receiver have to have the encryption key, you can't guarantee they actually have it and you don't want them to confirm over communications that they have it. Since it wasn't done over the usual communication media it's likely the encryption key needed to be sent also. If you use one of the galnet newsfeed articles as the encryption key then you know they have it already, all they need to do is check each galnet message on that day to see if it is the key.
 
Note that the message from Theta Seven was sent/received on the 31st July. The encryption key would almost certainly have been exchanged before the message was sent (maybe weeks or months earlier). If you are reviewing Galnet articles or any in-game logs etc, it would be prudent to start your search on the 31st and work backwards in time.

I've been doing exactly this for the better part of 4 hours now. The message was transmitted/intercepted on the 31st, and supposedly has information about where Theta Seven is hiding. The previous GalNet article that relates to NMLA, the attacks on Stillman and Tilman on the 29th, is the first one to have actually named Theta Seven, at least that I have found:

“Why are they bombing their own homes? Why would Theta Seven kill his own people? Because they are not our homes! Not my people! They are prisons, not colonies, where traitors to the cause beg for scraps from those who exiled them. True Marlinists will never stop fighting until the Republic of Achenar is restored.”

The earliest date I've found anything relating to the propaganda channels is the 5th of July, where an anonymous statement was made:

“We support Minister Whyte in representing the Neo-Marlinist cause and speaking on our behalf. Our objectives remain unchanged – the removal of the Duval family and democratic elections within the Empire.”

These are the only 2 GalNet articles that mention the channels prior to 31 July 3307, and I feel like the article on the 29th is significant in that, 29 appears in the sequence as the lowest number, and the farthest away from the next closest number (41), making it a bit of an outlier. I could just be crazy though.
 
If it's letters, and Zac saying there are clues in-game .... what if you have to take a message in-game and use that? Yes I know people have already thought of that. What I am thinking is what if you take a message with at least the number of characters including spaces that the code has as its highest digit (so if its highest digit is 152, then you want a message with at least 152 characters), then reference the code to that message, so that 61 could be a B, 76 could be a o (case sensitive) etc.

I've tried staying in touch with the thread but I'm not sure now if anyone has done that or maybe they have and not found the right the message. A quick way to test would be to test the last number, 49, and see if the in-game message translates 49 to a full stop (period for the Americans). Also not my idea, it was mentioned previously in this thread.
I've tried that using Theta Seven's various public statements as the message and just got gibberish. Tried a couple of ways of incorporating the megaship logs into that process and continued to get gibberish.

I'm not saying it's not the answer, just not the way I'm doing it.

I (too) love bees. I literally just got into the game a few days ago after no one I knew wanted to play at release and just got my first upgrade to a Diamondback X. Low and behold but we get an arg. Now idk who Cannon is but I did participate through the entire Sec3 investigation for Halo 4. Honestly, I'm ecstatic to suddenly get thrust into another one and right after I can make decent sized jumps. (No less being only 20 jumps from HIP 22550)

So, obviously this is frontier and not 343i but we had put together trainers and tools for anyone interested in decryption or wanting to suss out useful vs meaningless info and patterns. So as for working with our friend HydrAi and OP Vorked, here's some resources for anyone interested in tracking down Theta 7. Particularly the wikiBruce multi-tool.

In the mean time, wanted to share me and my friends' findings thus far since it could(?) be possible leads. I'll be that in a moment. Does anyone know if there's an irc or thinktank of some sort somewhere?

Also, a few people mentioned a typo sort of mistake earlier. From what I know, typically there aren't any mistakes in these sorts of things. At least not mistakes that weren't intentional, so it could easily be an indicator. Though on that note, is this the first part of the series? Was there any previous stuff before this particular forum thread that may have had any patterns/methods to look out for?

So, I was really wondering if I should post this because the septets seem like a really nice lead so I was afraid to throw people off of it now, but uhmm, as per usual, getting to the end of the day and seems reasonable to share anything interesting.
I went around Serene Harbour, and noticed numbers on certain places, I don't know how related are they, might be completely unrelated. The one that kind of grabs my eye more so, is the "92327",it has symbols on either end which could represent a theta sign, the number also begins with 9, which is the number that theta represents, but also, the people of theta are said to have prayed to the 9 martyrs while they have been tortured. The number ends on 7 and has a symmetrical 232 in the middle.
There are a couple of other interesting ones, but since even the 92327 already felt a bit like just some random number, the others felt even more so the case, but hey, as I said, just throwing it all here for everybody.

Went 2 times there, saw the numbers on walls without seeing them ^^.
Just 2 things:
  • Theta symbol is not a dot inside a circle but a "-" inside a circle.
  • Theta is not the 9th but the 8th symbol of greek alphabet.

I prefer to correct it instead of letting someone miss an opportunity to solve it.
I dont care care about money anymore (Thx to ax fights that decent pays now), but i want to knoooooooooow what theis message says ^^.
 
Possibly a silly question, but Marlin Duval was the founder of the Republic of Achenar, anyone tried that as a key?

Possible. This was an emergency message by all accounts, there could be an agreed on key without having to transmit the key directly, because you never know if the enemy has intercepted it. During WW2 some codes were thought to be embedded in crosswords (they weren't in the end but it was a concern at the time), it seems sensible that an agreed upon method to transmit the cipher is arranged so that it can be transmitted in the open without anyone knowing it was actually a cipher key.

I used the two prime numbers of the mentioned date 31st of July
p= 31
q=7

for the parameter e of the public key I picked 7, for theta 7, but here I can only guess
e=7
N=p*q=217

now we need to calculate the private key d with
1 = (e · d) mod (p - 1) · (q - 1)
d=103

with the numbers C from the encrypted massage, the private key d and N from the public key I get the decrypted number M
M = C^d mod N

use this methode on the encrypted massage gives the following result:

Hello fellow CMDRs,
I'm not sure if it still matters but I managed to get the two missing traffic-logs.
They are "hidden" near the two settlements "Ballard's Destiny" and "Hartog Settlement".
Hopefully you code cracking experts can make any progress with that.

I was wondering what information the message is to convey? I mean there are 168 numbers that could mean 168 characters. Or it is the septets with the 24 numbers. That is quite a difference in information payload. So what could the message be?

168 chars is a damn long message like "Hey dudes, I am taking a day or two off. I guess I will go see my parents on Rigel 7. All gotten over my head lately. Don't forget to feed the cat. Take care and Love 7".
24 chars may be the name of an outpost or station.

So what exactly are we looking for?
I read the galnet article again and it's uncertain this is sent by Theta 7. The article also states that the message was received on 31. July, when the Theta Group was harboured by the Marlinist colonies, but Theta 7 was somewhere else. Would he transmit his location? Orders? A baking recipe?

With the amount of sevens occuring I guess yes, Theta 7 sent it. Story wise it would be good if he transmitted his location.

As you can tell.. I have no idea. Just my 2 cents.
