Then you just low wake and drop back in.
Yeah. NPCs (ATR) being non-persistent they are completely clueless to stuff like this (or alternatively, have magical powers to instantly find you anywhere). [down]
Then you just low wake and drop back in.
Nice way to put it. So casual. That's some "cutthroat galaxy" politics indeed!
(Personally, I don't mind some killing, but I don't like murder as a primary tool for BGS politics.)
Uhh, what Beta are you guys playing?

wait, they have not changed System Security to send big badass ships to fight big fat badass ships that keep following you past waking off?

Please retry your testing in a random System killing random Civil ships in a Nav Beacon.
Trust me, everyone attempting this will be slaughtered sooner then later. There's not one Pilot out there that could single-handedly hold out against the masses and firepower that are thrown at you.
So viable but not OP?
I have to say I'm quite fond of the idea of the BGS being pushed further into the Background. It is called Background Simulation, not Foreground Simulation, after all.
My only gripe with this is that if my faction wants to force another faction out of the system, why would they give me a bounty for killing their ships? Hopefully with squadrons we'll have that option.
