Seems to me that FD have been listening to feedback on past releases and realised customers are more concerned with the quality of the product than how quickly they get it.
Certainly there were some updates last year that might have benefited from more time and polish, and the initial release of Horizons in particular would have benefited from more content which would have helped sales. Hopefully 2.1 will address many peoples reservations.
The tricky thing is how this impacts the schedule going forward, my guess is that keeping 2.4 a secret may be rather helpful as what exactly it contains can be scaled down without the massive uproar of dropping an announced update.
I think it's wise of FD to put work into getting ED into as strong a position as possible before Star Citizen and No Mans Sky arrive and provide competition.
