The visibility and transparency of FDEV can be called into question.

That was in question since day one if I was not mistaken, but not to late to fix it if you start now FDEV.
 
I don't know of a Dev out there that tells you exactly what they are doing. Changes from feedback don't happen instantly, give it a bit and we'll see what they are doing with your inputs. :)

Warframe .-. (Very transparent with its Livestreams and Prime Time to prove that the developers listen and play their own game actively)

And I agree changes and feedback don't occur instantly, but we are talking about age old problems like open and solo, combat logging, Power Play since its beta.

Again, no one is naive enough to ask for the devs to give 100% transparency, because that means we are all lead developers of the company. However the degree of transparency provided is lacking to say the least.

Paradox, the devs behind the Crusader Kings and Europa Universalis series, amongst others, are like that. Okay, so they don't tell the fans *everything*, but they communicate a lot. They share regular (typically weekly) development diaries where they talk about the thinking behind game mechanics, planned updates, details of upcoming expansions and so on. That way they don't need to constantly respond in forum threads for the community to know that we're being listened to and communicated with.
 
Awww, no fair, I haven't played Warframe, but good on them. Yeah, waiting sux, but if we watch we see FD is addressing all those issues you listed. Pinned to bugs is a Wings/Group instancing thread, combat logging is tied to this, PP is being addressed, note the banner is down, possible while undergoing remodeling. All signs point to 'continue to support and improve' so for us its a wait. I HATE WAITING. :p
 
Those resemble our Newsletters, with a bit (loads in the first one) more information. That would be nice from FD, but also if it means writing letters and not code I don't see how its going to get things done any faster, and may only serve to generate more drama threads, or kudos, depends how the author feels. Would be nice, but maybe not high on the priority pole, (again) would be nice though. :)

I understand this is an extraordinarily busy time at Frontier - E3, XB1, Powerplay, upcoming Gamescom and the big new announcement there... I, and I bet most commanders, am quite willing to be patient. What is a shame, though, is that while your community representatives here and on reddit are doing a great job of interacting with the community, we're yet to hear even an acknowledgement of some of the issues with PP that the community has pointed out. Without any deadlines or promises, could you kindly give us Frontier's take on these few points, and if you're planning to address them?

1. Power perks and bonuses. The controlled/exploited space effects have been a great addition, and they have made different regions of space feel truly, well, different from one another. Likewise, perks for hitting rank 2 with a Power are a nice idea. However, it's clear that some Powers are in a much, much better position than others. Perfect balance is impossible, and it's probably not even desirable, but it's not fair and not fun when some Powers (e.g. Arissa, Torval) get great, useful perks and controlled space bonuses while others (e.g. Antal, Winters, Archon) get "bonuses" that are somewhere between mildly interesting and completely useless. Additionally, at least in some cases the effects don't have a lot to do with a Power's lore. Can we expect a rebalancing or revamp of Powerplay perks and bonuses in the future?

2. Power ethos and tasks. Currently, Powers with a non-combat Expansion ethos are at considerable advantage over those with combat expansion tasks. A single player can deliver roughly as much Powerplay commodities as a combat player can earn in PP combat zones, but at a fraction of the risk, and with the option to increase his output several times if he's willing to spend some credits. With Expansion conflict zones only awarding 1 merit per kill, fighting there does not feel rewarding, especially compared to the considerable difficulty facing pilots (bravo on that, btw, the new AI is deadly). Additionally, Power actons often don't match the ethos displayed on their Powerplay page. For instance, Hudson's Fortification and Preparation is supposed to be "Combat", but his followers complete the exact same tasks as followers of non-combat Powers. Similarily, Antal's Expansion should be "Social", but it's exact same as for Combat Powers. Is this as intended, and ethos is meant to simply be RP "fluff", or can we expect a change to Powerplay tasks?

3. Undermining and Opposition. From a purely mercenary perspective, Opposing and Undermining other Powers is much more profitable, merit-wise, than actually supporting your own Power's fortifcation, preparation or expansion. This leads to a strange situation, where combat pilots pledged to Powers with combat Expansion tasks are given an incentive to not actually participate in that Power's expansion, but instead interfere with their neighbours. Is this as intended, or can we expect a change to incentives to make supporting your own Power as attractive as opposing others?

4. Powerplay weapons. This is a very new addition, so imbalance is very much expected, but it would still be nice to hear something from the devs. Player testing over the coming weeks may dig up some hidden gems amongst the new modules, but others are extremely unlikely to be useful (Cryotoscrambler, for example). It would be great to hear that these modules are working on and to hear the devs' thoughts behind the design of individual modules, so we can understand what sort of role they seem for them in the meta.

5. Lore. It has been a little while, and several Powers are still barely sketched out in the lore - we know little about them, their beliefs, their organisation or their long-term plan. At the same time, members of the FD team (whoever it is, kudos) have done a great job of monitoring the player activity in each Power and using player initiatives for GalNet posts, and even CGs (such as the recent one in HIP 116213). Should we take this to mean that you're expecting players to write up and create lore for the Powers, especially the fringe ones (Archon, Antal, Sirius), or can we expect more information and more delicious background bits in the future? There's a lot of very talented, very creative and very passionate people in this community, I am sure that if their efforts are needed, we'll see a lot out of them.

I've made this post partly because I'm a little confused with the current situation, where on one hand we have awesome engagement with the community by several members of the team, but on the other hand some oft-repeated, important questions and concerns just aren't being answered. I understand you guys are working hard and may not be able to answer, but either way, thank you for your continued contributions - especially whichever one of you trudges through the forums and subreddits to find stuff to put on GalNet, you're a star o7

Is there a chance that the rumored "Top Secret, huge, exciting, new updates" could fix the issues the community has been discussing? Especially with Power play? Or will the new stuff just make the pile bigger?

Powerplay - Why it makes no sense whatsoever and breaks every plausability filter I have

PP is a political shadow war within a larger faction (fed/ empire / alliance) and that's why we are never hostile to local stations - merely the political faction holding an INFLUENCE over a system but is not the RULING faction.

If this would be an ACTUAL ruling faction then the entire EMPIRE would be embroiled an galaxy spanning civil war which would tear it apart. Now it's political posturing which we are merely pawns.

So it's about following a politician and not an actual FACTION.

And here is where PP gets WEIRD.

Political parties trying to gain territory are undermining foreign nations (Empire faction taking over Fed system) but the underlying ruler in the system can still be feds?

Also, a shadow war for political influence apparently sactioned by each major faction without any of them actually declaring war???

Lets make a comparison to the real world
It's like Russia would sponsor a North Carolina governor and change some laws but the United States are still in control of the state and the governor can still be in control but for some reason some laws are changed without USA taking notice and a Russian flag is hoisted along the US flag because Russia has claimed dominance there.

Except USA have sponsored a local politician in Siberia so they could change oil drilling laws and allowed gay marriage...

PP feels like a completely separate game since they dont really impact the "real" world except with certain trade/bounty bonuses.

And how can an Imperial faction influence trade laws in Federation owned space?

Ok, we can imagine that it's like enforced trade agreements but that would also require that the FEDERATION allows an Imperial interest group to influence their laws and state what Federation citizens in a system are allowed or not allowed to do.

If anything PP factions should really only be able to influence already major faction owned systems.

So if you want Imperial PP to influence a FED system you would have to overthrow that system OUTSIDE of PP before you can even take it over for your PP faction.

Want to remove a PP faction from a system - Overthrow the legal ruler first, creating a power vacuum of random IMP/FED/ALL ruler depending on who you are backing and THEN try to use normal PP mechanics.

PP should mainly be about intra-faction politics and not possible on non-faction owned systems.

PP would also benefit more if it went with a regular mission bulletin board and removed merits, merit decay and the whole shebang.

Why, because then we could gain missionss on our reputation and actually DO missions that undermine actual rulers in enemy owned systems.

It could also go so far as to create actual major faction interference if the Federation dont WANT the Empire to butt in on their system - turning a political game into a minor war that gets the Emperor involved into an actual diplomatic incident with the risk of all out war.

And lastly - PP Modules

For some reason a select few POLITICAL PARTIES have aquired unique technology no other engineer, military inventor, private contractor or faction military ever imagined OR managed to steal or reverse engineer.

And they are also not available to local militaries or available in any ruling parties stores. Are those weapons even LEGAL?

I love the IDEA of powerplay but it really needs to MESH better with the real universe. IF you feel that the current system MUST stay then:

-Really, scrap faction modules for PP - they feel more like a test bed you wanted to use for new weapon and are only a short sighted carrot.

-Overhaul the merit reward system for actions

-Do not allow PP factions to extend power into systems not RULED by their major faction (EMP/FED/IMP/IND). This is the most important one.

-Players must use regular missions or other means to overhtrow a system towards the PP factions ruler before PP can be initiated. See, now we merge regular gameplay with PP

-Add PP missions in bulletin board that gives higher than usual effect on non PP aligned system (IMP vs FED) to change their standing (from IMP to FED for example)

-Add PP missions in bulletin board so we can influence a station to give over power DIRECTLY to a PP faction - thus making a station hostile to other PP factions

-Allow missions from bulletin boards in owned systems to give a small amount of merit points since you are essentially working for the faction

-Separate monetary rewards from ranks so that people can earn money based on merit points EARNED instead of linked to a rank.

-Reward calculation example [Rank X Current Merits] X [100 X Weeks Aligned]: A rank 5 aligned 6 weeks with 5000 merits would earn 15 000 000c

-Even with merit decay there will be higher earnings due to loyalty rewards for staying with a faction over time

I tried it for a few days and really couldnt get into it. You wouldnt do it for credits thats for sure and turning up hostile in other systems and being jumped all the time gets annoying. I could say a lot more about it but its like everything else in Elite - poorly thought out and rushed in and will never be played properly and will be constantly patched and updated until the next 'Big Update' comes along and it will slide quietly to the side.... FD need to employ a game designer not just a load of number crunching programmers. baaa, sorry but its hard to say anything positive about PP or anything other than the core of the game (flying around shooting stuff which is great).
