This feels deliberately divisive. The move will disgust and enrage liberals, which is probably enough to please Trump's base. He can't get the approval of the majority, so fermenting division is the next best thing.

There's a theory that Trump doesn't like being president but is too proud to quit and so is doing everything in his power to get removed from office.
I tend to agree with another theory. This is an old man who has to be led by the hand down stairs and who stares blankly at the sun without any eye protection. He wanders aimlessly past the cars he should be climbing into, and he yells out asking where Giuliani is, when he's right opposite him. A lot of people accuse senile old people of casual racism, although in Trump's case there's nothing casual about it. The cruelty here isn't Trump, it's the people around him that are keeping him behind the desk instead of letting him on a comfy couch in front of a nice telly sipping cocoa and watching Fox News.
