This has had me puzzled for a while now

The plot thickens.

This is the only edition of Elite Dangerous on Steam (or at least no other version shows up on a search).

However if I click the Support link, this banner appears on the page:

Hmmm. I'd have liked to have been warned about that, but it does explain the differences.

Something weird your end - how can they sell it without a key?

Maybe you should contact Frontier Support to see what is going on. You should not have been able to run the game (i.e. log in to the servers) if you don't have it associated with a Frontier Store Account.

Maybe contact Steam and complain - ask for a refund - buy a new (non Steam) Commander deLuxe edition for £12 / €15

I misread the Steam listing for the base game. It lists the "content for this game", which I assumed was the content included in this game. In fact it contains nothing but the base game. No matter. I've bought Horizons now too. If I'd been less dense, I might have got those skins for free, but I might not have. shrug

Is it now working as it should?
 
The curremt Steam version seems not to have a key for independent playing, but I found the Steam setting to disengage it from the Steam controller set-up. So all is good.
