They are not going to give us a PvE open, and the players that avoid open now, are unlikely to stop avoiding it because Fdev increased fines to a ruinous level for gankers.Another idea but harsh.

He/she instantly gets a cool1 billion credit fine.
Not a bounty
But a fine. Which is bubble wide.
Cannot be paid off unless via interstellar factors.
5 noobs killed later that's 5 billion in fines.
Only way to clear em is to pay it off as said.
And!! This is the rub..
With this 5 billion credit fine in force, every copper in the bubble makes a B line for wherever this chump is.
Say he logs out..
Few hours later he logs back in....only to find the fuzz still there waiting.
24 hours later he relogs and yup they've gone...for about 5 minutes.
As he supercruises about he notices fuzz signals enmasse entering the system.
He high wakes.
Minutes later they arrive....in hot pursuit.
Fact is that's his life now..
Each time he relogs or logs in after a time, their waiting. Lots of em...high spec vultures and 2 condas and 2 fdls.
So...the only way he can "lose the heat", is to pay off the fine.

Concur. Many of the "hard core" PvP types (though not all) have little wish for a fair fight, instead seeking easy and squishy targets to neutralize to stroke their egos.So, how is Hotel California these days?

If not the mode system, then it needs to be what many other online games have done, separate PvP and PvE servers.
Some might say FD wouldn't go for it, and they are probably right. But if they did, it wouldn't be that expensive. They'd only have to keep the PvP server online for a few months before it was deserted and they could shut it down.
PvP-inclined players need PvE-inclined players for content, whilst the reverse is seldom if ever true.

Which is why I only occasionally play in open, and when I do so I only expect ONE thing to happen: a space death battle that would require the most heavily armed warship. Not exactly a diverse and varied open world experience, is it?But if everyone took the time to build one and...occasionally, pop over to a hotspot and pull em out of sc. It might put em off a bit lol. Imagine dozens of do gooders there all milling about waiting for that wanted dude to drop by.
