According to Inara, in ED:O there are 157 items/data chonks a commander can acquire.
Of these 157 items, 91 (58%!) have no actual use and another 15 have only one use.
I'm looking at just over a 32% chance of acquiring an item that's arguably useful, and that's before taking into account any kind of rarity or modifiers on the loot table that might exist.
Given a storage of only 1000 for a particular type of item, that might be a bit much. I'd say that should be flipped -- I should have around a 2/3s chance of getting a useful item on a given loot table roll. It's not like I'm rolling for god drops here, just crafting items.
