Working on it, I think I have the answer, just doing a new clean install, I'll update here shortly.
I don't think it's related but when doing a transfer, TCE is taking the location of of EliteOCR and Relay as the location of the transfer source, and not the location of the new install location. Therefore I have to change this myself. I still get an error message on first run.:

What is 'F:' as the install is 'E:'?
Some more info, On first run there is no information for the 5 items relating to ship detail 'No Data'
I have to use task manager to shutdown the app.
On second run, there is still no name, but the 5 items decribing the ship is now present, and I have no error and it completes the launch.
On third run, still no name, same details present, and launch completes.
Somthing to note: if your using eliteOCR, and it's held within the source of the transfer, why not transfer that too to the new TCE installation, I do that anyway when I've installed before I run the new install.
Just a thought. E:\TCE v1.5.8.2\eliteOCR\ to E:\TCE\eliteOCR\ you know where the source is as you select that root directory.

the F-drive referrence is showing the file on my working drive for TCE, where the error was caused. It has nothing to do with your installation.
Indeed, the TCE.config file is copied in the transfer process, so the file paths are identical to to the last installation of TCE.
That causes normally no trouble, because EDMC and EliteOCR have a default path at the programs (x86) folder, so they won't change.
The 'No Data' info is only visible, if EDMC didn't produce an output about your ship or EDMC isn't installed.
So why you had to use the task manager in your first run, was TCE frozen?
The name of a ship is read from the actual journal file and didn't come from EDMC.
