A settlement that you relog at will be empty of loot. An inactive settlement will have less loot as some of the lockers and containers will have been looted already, but some not. Also, keep your eyes open for stuff just lying around. Your SRV when parked next to a building will show you what goodies are close by.

I have no problem finding them using Inara for guidance.
I went to Inara :


Filter set to : nearest restore mission.

I enter the system. And it tells me there's one @ HIP 21474
Seems to be fresh : 26 minutes fresh.

I get into that system. Land in the first base : no mission to restore power.
Land on the second one : no mission to restore power.

So..... if Inara has a 26-min old restore power mission, where is it hiding in that system ?
Faction is HIP 21474 crew. There is ONE npc from that faction.

To be sure I am not missing any mission I click on the "ALL" option and slowly scroll down.

In the missions offered by the representative of that crew, NONE are restore power missions.

And I have checked both ports in that system.

 
If you pick any settlement and start shooting dumbfire missiles at it you can usually get most everyone to come out so you can eliminate them, or at least enough you don't get totally swarmed and can run back to your ship or SRV to pick off the last few stragglers (or just deal with them on foot).
 
Tried another one : Latorioson, updated 20 min ago.
Tried every single port in the system ; no restore power missions.

That's the issue : I try to use Inara. I go from system to system, there I land on every single spaceport, looking for all missions.
And I'm looking for "go there and restore power" to a settlement, without finding any.

I also tried to to to stars listed as "post thargoid attack recovery"
I get to settlements: they are powered off. But if I check a building, like the CMD building, everything has already been opened and looted.

So I look back and see I spent the last 2 weeks playing the game. Basically every day. And I try to find power restore missions without finding them.
Tried to get to active settlements, to get quickly handed my ass back to me with holes + huge fine + ship repay to pay...
So again I try to find turned off settlements, and when I find any (in the thargoids systems) seems all have been looted : all containers are opened, and empty.
All stored items in the wall shelves are empty too. I can restore power since I have a few power regulators but there's nothing to loot.

Two weeks going around. And not having found a single schematic for either a suit or weapon upgrade.

If you want, I can accompany you on a few raids and show you the ropes. Friend me in game.

Edit: also make a list of the mods/upgrades that you want and the accompanying materials that you still need. I have a bunch in storage. If you’re not sure I can recommend and help you get a sneaky stealthy deadly raider build that will allow you to get any other materials you want.

I need a reliable way of finding missions that will lead me to settlements where I can find stuff to upgrade suits and weapons.

I am OK with the idea that it takes a loooooong time and can be grindy. I accept to suffer that pain to get a fully upgraded suit and weapons. So be it.

But I keep going from system to system where those missions "can" appear (as Inara says "Restore missions availability in the listed locations is not guaranteed but are more likely there."). But after doing that for a full week without ever seeing those missions, either they don't exist (does not seem possible, since you say they do) or the way I am searching and looking for those missions is seriously wrong.

Enter my current system. Then I click twice on the UPDATED column. And I start going from system to system, top to bottom, of that list.
In every system I land at every spaceport, go to missions, select ALL
And I scroll down looking for "restore power"
I even check the missions I cannot do because of lacking reputation, just in case I could work on taht to get the mission to be available.

This doesnt work so I tried to go to the galaxy view, turn off all stars but those in "civil unrest" + "infrastructure failure" and I start to jump to those systems one by one around me. I put bookmarks on those I have already visited to I dont go there twice. In each system, spaceport by spaceport, I look for those missions. Find none.

So I try the last method : I get to "recoverying from thargoid attack" systems. Once there, I go to the system map -> POI and start to look at settlements, those with a X indicating they are offline. And I land there. And when I start checking buildings, everything there has been opened and looted.
I could get to the PWR building and turn power on everywhere, but.. since everything has been looted, it's no use.
So I get to the ship, and move to the next settlement.

Those schematics to upgrade a suit or weapon, I can expect to get like, 1 every month or 1 every 6 monthes ?
How bad is the RNG and loot for those items in the game ?

I'm trying to find "restore power" missions. Those that give you a power regulator and ask you to get to a settlement, and power it on again.
Hoping that I can then look around in crates and shelves to find items to someday, in a few years or decades, upgrade a suit or weapon.

And been trying to find those for well over a week. I have never seen one appear in the mission until now.

Only tried once. Got me killed, ship destroyed, fine for several hundred thousands CR.
Two guards dropped on me at once and I did not even survive long enough to aim at one and start shooting.

How do you start finding those suit/weapon engineering items when you are a noobie without a silenced weapon, improved range security level scanner and suit engineered to make jumps that are 10 times what my suits are able to do ? And if possible, without combat or too much of it because I have no experience at it. Besides dying.

... that's the ship mission menu. Not the foot mission menu. Emplacement power grids are missions to go scan a beacon or blow up a generator at a horizons settlement, kinda like in the SRV tutorial.
For foot missions, you need to disembark and use the terminals on the concourse.
As it happens, I was only three jumps out from HIP 20492, so I just zooped over to the station there, disembarked, wandered over the concourse...

Takes me back to how I felt doing non- violent missions in G1 gear.

"Aaaaaaagh, they're coming after me! Back to the ship! runrunrunrun.

A couple of months later I was taking on and completing those same missions in settlements where I was hostile to the faction controlling it. It feels insurmountable at first, but you do get there.

I just checked and even the ship mission board was showing the AX reactivation missions (which is... new, no other odyssey foot missions show on the ship board like that). I have absolutely no idea why any weren't showing up for you unless you just didn't go to Zadjel City.
 
First issue : most people doing those videos are using fully engineered suits. They can do jumps.. I'm nowhere doing in my G1 suit. They of course also have fully engineering weapons, that are SILENT.
You don't need any of that to pillage a settlement.

Pick up a combat mission to kill pirates. Pop out of your ship in an SRV and mow them down, and then loot the settlement at your leisure.

You can also do this with power restoration missions, but those are less predictable in terms of when pirates will show up. You have to keep an ear out for their reinforcement dropships. Sometimes there will be none, sometimes a couple or so. Think it depends on the security rating of the system, so high is better.
 
Perhaps, instead of following "the idiot's guide to farming anarchy settlements" (you didn't go to Aria's mine, did you?), for now, it may be better to pick up some restore missions instead?
Yes, you will get opposition, but they should be reasonable enough to take care of - just get them apart, don't try to be Rambo, and take them out. You are then free to pillage the settlement once you have restored the power. Just listen for dropships while trotting around stuffing your pockets.
If you just see which settlements need to be repowered and go there without taking the mission (with a power regulator) you can break into the power center and start the reactor. Have some e-breeches. Disable authorization scans or whatever they are called. Then you can pillage everything without a single shot being fired. Don't forget to take your regulator when you are done. Return over and over to do it after entering supercruise. This method will avoid having scavengers to kill.

It's not new. Stations that will not allow you to disembark will show the Odyssey missions on the ship mission board. I've always found AX repower missions there. If he cannot handle the randos at anarchy settlements, he surely doesn't want to try the bugs at these sites. I also saw a few other missions recently at non AX stations that offered Odyssey materials from the ship mission board, and they weren't on foot missions AFAIK.

Edit: It might be new that stations that will allow you to disembark still have repower missions from the ship mission board though

It actually isn’t, either - undamaged stations in a system in post-Thargoid recovery will offer reactivations to local settlements(and sometimes ones in nearby locations - need to be wary of those leading to already active places though… a mostly free PR if you have to abandon one though, if it doesn’t ask you to provide your own).

They are labelled ‘AX’ but are in effect the same as a standard restore mission, with more generous material rewards(and the same settlement loot). And they recently* have started asking for a lot more power regs to be provided by you instead of telling you to take one of theirs.

*To be taken with a grain of salt, because I’m not sure when exactly this happened. Might’ve been U16 or 17?

Anyway, I assume the reason these show up in the ship mission board(under the support category - the Thargoid controlled ones are ‘Operations’) is because a damaged station undergoing repairs will not offer concourse access. If it even offers any missions at all, at least…
 
I did NOT check if the setlement was anarchy or no, assuming all settlements in an anarchy system would also be classified as anarchy level.

The settlement owner sets the rules.

Next time, in the system map, click the Factions button on the left, scroll to the relevant faction, and then scroll through their list of settlements.

Also, check the security level of the settlement (1-3). With starter gear, stick to level 1.

I recommend you move to an area I set up a couple of years ago with 60 anarchy settlements - dainayiman, heryshaf, raidenwitha, xiancheim.
