A settlement that you relog at will be empty of loot. An inactive settlement will have less loot as some of the lockers and containers will have been looted already, but some not. Also, keep your eyes open for stuff just lying around. Your SRV when parked next to a building will show you what goodies are close by.And of course the powered seltments i find are also totally empty and already looted. Someone please kill me.

... that's the ship mission menu. Not the foot mission menu. Emplacement power grids are missions to go scan a beacon or blow up a generator at a horizons settlement, kinda like in the SRV tutorial.From time to time I see a "Bring down the emplacement power grid"
You don't need any of that to pillage a settlement.First issue : most people doing those videos are using fully engineered suits. They can do jumps.. I'm nowhere doing in my G1 suit. They of course also have fully engineering weapons, that are SILENT.
If you just see which settlements need to be repowered and go there without taking the mission (with a power regulator) you can break into the power center and start the reactor. Have some e-breeches. Disable authorization scans or whatever they are called. Then you can pillage everything without a single shot being fired. Don't forget to take your regulator when you are done. Return over and over to do it after entering supercruise. This method will avoid having scavengers to kill.Perhaps, instead of following "the idiot's guide to farming anarchy settlements" (you didn't go to Aria's mine, did you?), for now, it may be better to pick up some restore missions instead?
Yes, you will get opposition, but they should be reasonable enough to take care of - just get them apart, don't try to be Rambo, and take them out. You are then free to pillage the settlement once you have restored the power. Just listen for dropships while trotting around stuffing your pockets.
It's not new. Stations that will not allow you to disembark will show the Odyssey missions on the ship mission board. I've always found AX repower missions there. If he cannot handle the randos at anarchy settlements, he surely doesn't want to try the bugs at these sites. I also saw a few other missions recently at non AX stations that offered Odyssey materials from the ship mission board, and they weren't on foot missions AFAIK.View attachment 384436
I just checked and even the ship mission board was showing the AX reactivation missions (which is... new, no other odyssey foot missions show on the ship board like that). I have absolutely no idea why any weren't showing up for you unless you just didn't go to Zadjel City.
It actually isn’t, either - undamaged stations in a system in post-Thargoid recovery will offer reactivations to local settlements(and sometimes ones in nearby locations - need to be wary of those leading to already active places though… a mostly free PR if you have to abandon one though, if it doesn’t ask you to provide your own).It might be new that stations that will allow you to disembark still have repower missions from the ship mission board though
I did NOT check if the setlement was anarchy or no, assuming all settlements in an anarchy system would also be classified as anarchy level.
