I have to agree with the OP: an engineered Chief is a darn good fighter. Tactics are tougher to master, especially for PvP.

It was added at some point during the Beyond series of updates, I don't remember which but you'll have access to it

Just not on your shoulder Maybe FDev will add it for Odyssey, probably just overlooked it when the others were added.
