Most cargo players stick a point defense on that shoots down hatch breakers. They're slow so won't catch a ship that's running away. Once you shoot a ships drives out it spins uncontrollably and continues at it's last speed making it too hard to fire at the ship without the ship rotating and crushing the breaker.
Best course of action is to ask the player to stop and submit to a cargo scan. If they don't, shoot their drives out then scan them. If they have no cargo or poor cargo let them go. If they have decent cargo ask them to drop as abandoned. If they run or fight you kill them.
It's not really possible to pirate npcs as they have bad low quality cargo and there's no way to negotiate.
If you want to be a proper pirate, don't pay off your fines or bounties. Embrace the profession rather than taking the easy option. Until fd fix the crime and punishment system it's too easy to game the system.
