I'm just suggesting that you've fulfilled the requirement, but for some reason game doesn't update the progress bar for Palin.
Just check what happens if you get to him. If nothing, submit bug report. (well, it's a bug either way)

Maybe some copy paste bugs between Palin and Chloe. I remember when they introduced Chloe my Palin bookmark moved to the Witch Head Nebula. I could not delete the bookmark from the system map menu, but managed to get it deleted from the galaxy map bookmark menu.
