I did some research into the Guardian obelisks online, but could not find what I was looking for. So I did my own investigation.
For those who are wondering:
All Ancient Ruins-sites and Guardian Structure-sites have active obelisks. These require the one, or two objects the obelisk depicts to be in your SRV's cargo-hold. If you've accepted both, missions from Ram Tah, any given combination of objects on an active obelisk results in a message from him, unless you have already received that message. The order in which you scan these active obelisks does not matter.
Almost all sites have multiple active obelisks that are double and will not result in a message if you have already scanned one before. But, different sites (planet or system) can have active obelisks with the same combination of objects, but after scanning result in a different message from Ram Tah. This way, you can't really predict what message is being given by scanning the obelisk, without actually scanning it. This is the case for both of Ram Tah's missions.
That all being said: just google for some walkthrough's, everything is already been done for you. But, with the knowledge of this post in mind, you know why you scan so few obelisks per site and have to travel to so many sites to get all Ram Tah's messages.
