Unlocking low value Permit Systems

Not sure what to make of those figures. Given that Inara gets its data from visitors to each system (if they're running a reporting tool such as EDMC), why are the dates so similar between the two systems, and why the three-year delay between "factions updated" and "info updated" in both cases?

After coming back from a relatively short exploration run I was able to just buy most of the permits with exploration data. I think it took about 7 million in exploration per permit.

however there are a couple of systems whose permits are BGS locked. The factions that control the permits have so little influence in the system they’re in that you can’t get rep with them. They don’t give missions to players who don’t already have some rep, they don’t give bounties (even with KWS) and there just nothing you can do short of flipping BGS to get rep with them and that’s just too much grind.

It would be nice if one alternate way to obtain permits would be to hack into certain high security facilities. This could yield a time sensitive permit which you could use for one trip before the access codes are changed.

We need more black ops content in the game.
 
I think it would be difficult to persuade any Mingfu permit-holders to expand the permit faction to another system to let the rest of us in. They probably enjoy having access to something the rest of us don't have.

And I don't see what the rest of us can do about it. I'm not aware of any method of raising the influence of a faction that you don't have access to. Nor can I think of a way of lowering the influence of all the other factions in a locked system (some of which might themselves not exist outside the system).

I've only encountered one player that claimed to have a Mingfu permit and I don't think they play the game any more. The permit has been effectively unobtainable since late 2016, if I recall correctly.

So the Frontier Devs messed up Mingfu and never fixed it? Maybe a few of them will read this thread...or not.

We messed up Mingfu then Frontier made it worse.

I'm not vert familiar with INARA, but I'd assume 'factions updated' it's when the last permit holder with an INARA account went to those systems.

It would be nice if one alternate way to obtain permits would be to hack into certain high security facilities. This could yield a time sensitive permit which you could use for one trip before the access codes are changed.

We need more black ops content in the game.

It would be nice if the primary barrier to such content wasn't a purely technical limitation that had been co-oped as an arbitrary gameplay constraint. It's a serious breach of contextuality to have systems only load via a hyperspace jump, even when they are within reach of supercruise.

The controlling faction is not always the faction that issues the permit. For example, Hutton Truckers are the controlling faction for Van Maanen's Star, yet they don't issue the permit. (yes I know I just used a PMF as an example, don't hate me it was the best I could think of off the top of my head).

I don't think 4 Sextantis has ever been controlled by anyone other than 4 Sextantis Inc, who are the only faction in the system that has a presence outside the system.
 
If you're after after the permits, I'm currently in Wonorne Nu system docked at Nowak Hub. This station has two factions here that issue permits, The Brotherhood Of Terra Mater and The Defence Party Of Nastrond. If you rank up with both of these here, you can get the Nastrond permit from the Defence Party Of Nastrond, and having got to allied with the Brotherhood of Terra Mater head over to Hecate to get the permit from them.

Here's my current permits, I have 4 left to get that I know of

I did the same recently OP.
Checked the unlocked systems for POIs for crashed ships etc, in the hopes of some rare Salvage.
In the end I found nothing and I could see no reason why any of them are permit locked.
Except the odd bit of lore fluff.
Crom has a sun and an outpost. That's it. Outfitting yes. Shipyard no.
Ah, but looking at commodities it sells the rare 'Crom Silver Fesh'.
Useful if into trading rare commodities. It's the little details to look for.

Well with 2-3 hrs of game play for each system this week I unlocked:

Crom
Hodack
Isinor
Luyten 347-14
LTT 198
Nastrond
Pi Mensae
Terra Mater
Tilliala
Van Maanen's Star

Last on this local list will be Jotun and Peregrina. Then moving into the black for more. I have all the others gaining rank with the 3 alliances and starting with Facece new to the game because I liked it. I used the ED-Board to show which faction offers the permit. There may be others. With experience from the other info below I no longer need it.

I used EDDB for:
1. Start finding systems requiring a permit near my location.
2. Research faction states (boom, investment etc) for missions with 3-5 rep points.
3. Find commodities for high rep missions delivering to the faction.

I did not accept any missions that would make me a criminal which often offered +++++ rep. If a criminal career is not your game play you can do this pretty easy. I have no problem being a criminal knowing how it works just that they take longer than data and cargo runs with some in two parts especially in expansion systems. But if combat is your thing you're gonna' love factions in war!

I did kill pirate missions which are legal and one-on-one my Python won. Being combat Elite I only get dangerous and above Anacondas, Fer de Lances, Challengers and a Corvette now and then. Stacking missions then Frontier likes to mix it up with an Elite Fer de Lance then two deadly Vultures show up a minute later with a rail gun and a beam! My Python didn't last long trying to take down the Fer de Lance's recharging shields...twice. I lost 14 million in rebuys but added to my experience.

Still in system on final approach delivering commodities to the faction I took out a lot of deadly Anacondas letting them win the interdiction and got more rep if the faction was in control and paying. I also FSS scanned all systems collecting cartographics and upon going to the next permit system to unlock with enough I immediately got to Cordial without taking a mission.

So maybe my experience will increase your game play options and be better at it! Meanwhile we're still awaiting Odyssey!

I did that while waiting for the Carriers release, before it got put back from December, 'til it was relaesed last June.

As far as I see from the list I had, I'd completed it & even only had left those which could not be completed despite their Systems being Permit locked.......now it's deja vu, I'm back in the bubble & looking for something to keep me entertained while Odyssey drops - so might look into the list again & see if anything's change:)
 
As I now have all but 2 obtainable permits (the new player's area permit which you lose once you gain a rank, and the permit if you prestige your CQC Elite rank) I found a good way to gain rep was to do passenger missions. I would often find Rep+++++ missions for tourists that wanted to visit a few nearby systems.
 
Given the latest developments in the "StarShip One Trial" over on Galnet, I suspect there will soon be some sort of Community Goal/Event that could make the permit for HIP 54530 unlockable again (as I understand it's been unavailable for a while now).
