Most importantly, will we be able to make mods for offline legacy?

Whilst there will be no new narrative content such as GalNet or Community Goals, you will still be able to affect the galaxy via the background simulation. Actions in Legacy Mode will not affect the Live game.

Am I understanding this correctly that I as an Odyssey owner could download the legacy launcher and start over with a new commander in Legacy without the Commander deletion affecting my Odyssey Commander?

Apologies, I meant the refusal of the 3.8's to play the new version is holding development back.
The 4.0's need to be ditched soon for the same reason, though.

Well no because it's still online. You can still play with people and it still needs servers to connect to. It's just basically an alternative reality that splits off about now.

Horizons is synonymous with the base game.

The Live game will continue to have Horizons and Odyssey modes and instancing will be separate as it is currently. However, the universe will be shared (BGS, Powerplay, Factions etc.). If Horizons and Odyssey players wish to instance together, they'll be able to do so in Horizons mode on Live.

If someone is stuck somewhere in the live game, and they switch to legacy they will no longer be moved to a compatible location and able to continue their progress from where they were, but instead they would log in wherever the legacy version of their CMDR last logged out, potentially in a totally different place?

Parallal Universes. This makes sense!

For example, if in the live Galaxy part of the Bubble gets destroyed, it would be weird starting up Horizons 3.8 to see that the Bubble looks fine. Now it's explained away with the parallel universes.

Yes, you can consider each of your profiles on Live and Legacy as separate Commanders following the split.
