I agree with the design aspects of punishing for not playing is bad. I do have to also say that if you can made 5 billion to buy the thing, 10 million a week isn't that bad. You can get that in one or two board missions.

A better method would be nice, but so far, it is what it is.
 
The big issues is lack of meaningful use for a commodities market. If you could say equip a module that produces/refines commodities from others that can then be used to construct ships/modules/premium ammo for restock options/food to offset upkeep, now commodity trading between carriers has an actual purpose.
