First question: If I can scan ships anywhere, why is the famine system necessary?

Tourist stations can be quite fruitful also, they normally have a lot of traffic.
Famine systems have been recommended for a very long time - perhaps before tourism became a thing.
Agri stations can also be pretty busy.
