I hope thats something in the works. We can't see any npc's or PC's who are docked.

They lack a lot of community and management features. It's a bit irritating that mining adjustments have been prioritized, but I still notice a lot of bugs. But now we have over half a year until the next known update, so maybe Carriers won't just be abandoned, because people are actually using them.
It's because the tardis effect hurts realism. You want to think there are just a few intrepid exploration vessels docked in your FC when in fact there could be an implausibly huge number of them. Think of the Gnosis and the countless thousands of cmdrs in their anacondas, all seemingly stowed away with plenty of room to spare. FCs are big, but not infinite.
I think if you hit the decommission button it tells you how many are docked on your carrier
