what does "LAWLESS" mean?

i'm feeling really stupid, but i thought i'd just ask. so with the new pp features you can be "HOSTILE" (or "ENEMY") (?) in enemy systems, an addition to the "WANTED" for criminals. but i just encountered two cmdrs who were pledged to the same power as me but were "LAWLESS" (also in dark red) on the scan info (in supercruise), in a system that belonged to 'our' power. what does that mean?

I saw this too at a conflict site. Both were imperial alligned sides so I let them fight it amongst them selves.
 
i was in the headquarters system of my power, so no anarchy. i do have a theory now: could it be that the previous "WANTED" indicator on a scan turns into "LAWLESS" if the scanned ship is from your own power? i.e. you're not supposed to take out wanted ships from your own family, so to say...?
 
it is reasonable to assume that you don't get a bounty for shooting 'lawless' ships, yes. but that's just the effect, not the cause – what i want to know is what the exact parameters are that make a ship –npc or cmdr – lawless... especially in the case i've witnessed, where a cmdr from the SAME power as mine shows up as lawless on a scan in SUPERCRUISE in the HEADQUARTER system of that power. well i guess only fd can give the answer, thanks for your input!
 
I saw this in the Military attack for expansion on a system.

I assume that they are aligned to no one, and during an attack on a system, it gives you impunity to attacking them
 
still have to test the reward thing regarding 'lawless' ships. speaking of which, what i already found out and what really bugs me is that when you get interdicted (in your own power's space) by a ship belonging to an enemy power and you destroy it, you apparently get no reward :-(
 
Outside any Jurisdictional Protection.

No local bounty is obtain or can be collected by destroying them, KWS can reveal extra-territorial bounties

Doesn't mean they are dangerous

Ponderous Traders in Anarchic systems are Lawless, as the whole system lacks any jurisdiction.

Enemy Combatants in Conflict zones are Lawless as Conflict zones have their own RoE outside that of the Jurisdiction of the system

I think it was introduction to clarify when it was okay to engage a target or not.

"Clean" Ships in Anarchic systems and war zones gave the impression you should not engage them lest it be a crime

I can't be 100% sure but I saw a Wanted CMDR move systems so I followed him and in the next system he was LAWLESS

I think It means that they have a bounty for let's say the Empire but the bounty is in another system so it's a prompt to use the KWS on them as it's telling you although they are clean in this current star system they have a bounty in another system from the same alligence (empire, alliance or federation)
 
I have a feeling it's to get around the bounty problem when defending one's self against ships of rival Powers in a given controlled system.

Either that or the Powers are starting to get rather Xena-phobic. Especially if one becomes "loosely LAWLESS." ;)

Well I was in a Wing last night, and we all scanned each other - all showed up as Lawless. Some of us had already pledged, others of us had not yet pledged.

Yes, in my experience. Example: corrupt system defense forces show as "LAWLESS" and shooting them nets no bounty though I do get a confirmed kill to hand into my power at HQ (shows only in my transaction tabs; don't get a blue confirmation message in-cockpit).

Edit: I *think* it's also a sign that you (and the other player/NPC) have pledged to a power. Could be the same or a different power, doesn't matter. If a non-pledged player joined the fray, I suspect that none of you would have shown as "LAWLESS"; instead you'd all show as "CLEAN". That's at least my interpretation of how it works - happy to be corrected, if wrong.

100km out from a Crime Sweep the authorities lose Lawless status and are under protection of law (you are fair game for them, though).

Seems odd behaviour but maybe it's intended ... I guess the solution is to open space laterally within the Sweep area rather, than away from it.

Excellent explanation. I was in an Anarchic system yesterday at a Strong Signal Source and used my KWS on Lawless vessels. Some had a bounty outside the system. Some had no bounty. I attached one wing, destroyed them, and did not acquire a bounty myself.
