Procedural:
Minecraft is a good example of this. If two players on seperate machines, go to the same block location on the same world seed, they will find the same thing.
Random:
Elite is a good example of this. If two players go to the same coordinates on the same planet they will NOT find the same thing. They will find a selection of rocks randomly spawned from a set of possible options, which in turn will produce a random selection of loot from a set of possible options.
There, now at least you know what the difference is...

This seems to suggest that when people are complaining about the RNG in Elite, they are in fact talking about the Procedural Elements of the game. I was just helping you understand that the true RNG elements of Elite are the ones causing frustration, not the procedural ones. But you seem to have already understood that, and yet still managed to write what you did. Similarly with Signal Source contents - they obey strict patterns, but are regularly dismissed as random. I'd agree but Sandro stated in the live streams more than once that the values are not random and they depend upon each other, that people should always get an upgrade and there are limitations.Random generation with certain interval parameters is not procedural generation at all.
That is to say that a system that generates a random number from 3-10 is procedural generator because it is not completely random, which is bogus.
An example of procedural generation is the actual landscape of the planets. The canyons and crevices. The content (rocks and spawns) are randomly generated from a pool of values. Elite has quite a few procedural elements, but 2.1 introduced a ton of random elements that infuriate people. Whether they infuriate you or not that is a different matter, but you cannot change definitions of concepts for convenience's sake.
