Nice to know that the 'majority play in Open'....but with any changes being ruled out for the short and medium turn...it now becomes 'Someday™'. How many are willing to listen to this siren song after the final release of Chapter 4 this year, without any changes to PP, PVP, or Open/Solo influences?

Exactly this.
So if the majority are in open already, we don't need open only content to force the minority of people in Solo and Groups to join open.
Which means the only reason to keep bringing it up, is for giggles and watch the PvP crowd work themselves into a frenzy chasing something that's not going to happen.
It's like when I pretend to throw a ball and watch my 4 dogs go mental looking for a ball.
As hilarious as pooch baiting can be, I know as I have a couple. This whole Grenadegate thing with Sandro feels more like kicking puppies.

Having learned that "majority play in Open, by a significant margin," I have to wonder how different my Open experience would be if Frontier had gone client-server, rather than peer-to-peer, for their network model. Are the three players I might see at a proverbial "watering hole," and almost no players outside those areas, a function of player density at the times I can play, or a function of instance matchmaking?
I entirely agree, the last few weeks of discussion has left a sour taste. I am in favour of giving some meaningful reason to PvP but one now has to wonder why the proposal was raised for discussion in the first place.
I think it is all about instancing (response time is the critical limiter and regardless of how big your pipe is, if ping times are to high, the game cannot function properly)...I'll have to see what happens at a CG someday.

So, has anything came out of the PP discussion yet? My bet is that FD won't be able to decide for the Q2 release as they seem pretty quiet on the topic.
The only thing is Frontier trying to wiggle out of it again, like last time.
They threw the idea into the open knowing full well what would happen, and now we get told "it just an investigation, nothing is planned".
I'm starting to think it's some sort of office game they have, give the beehive a kick (upset the forums by saying they will mess with Power Play) and count how many angry little worker bees come out to sting them.
Whoever gets the right bet, wins the office pool and gets a bottle of wine.
