Not quite correct. The decision is upto the developer on when the release happens. Steam has no say in the matter unless its something not appropriate to be on their platform.That's why I*m for a cest midgnight release D Even the southern hemisphere wouldn't have to wait that long then. But as far as I know it's a steam decision, not a Frontier decision.

It's not like anyone gets it earlier though like some game releases, it is available same time for everyone.

Personally, I think it would be fair, if every time zone gets the update at the same local time, but that's not possible on Steam. For example when Anno 1800 was released, players on Uplay got it at their local time and players on Steam hat to wait longer
