That they will. Smaller powers like I've been with multitask, so indeed at some point the fortifying will be done. But, since you would in an Open context have to deal with actual situations its not 100% guaranteed, in either time or material. Even if you saw no-one you'd have to at least contemplate altering your ship just in case. Attackers would monitor fortification times, defenders would rotate to avoid exploitable patterns.
