Oh ok. So that's why everyone is running around trying to sell off there ships and modules before the patch. Really? Or is there another reason?
Thats pretty much it. If you sell modules that you will probably sell in the future you save 10% selling before powerplay than after.
If the change doesn't come then you can just buy the same gear back and only loose the time it took for you to put the gear back on.
It may not be much to smaller ships but for example converting an A rated Combat Python to a D rated Trading Python (for jump range) can cost you up to ~50million.
It also means if you are the type of player that upgrades your powerplant from E to D rating, then up to C then B and finally A as you can afford it, then each time you upgrade you loose 10%. So it's better to have the cash to go from E rating to A rating in one go than do it in steps.
