These are not "hard" ax restoration missions, which you can find in thargoid recovery systems. You can find right missions in Khwal, for example, to Mapon.Are AX power restore missions even working? I've taken almost a dozen in different locations in recovery mode, and without exception when I get to the site the power is up and running and the site is fully populated. I've tried in solo and private groups, and taken missions from terminals and within the ship, etc. All I'm getting is bounties on my head for "stealing" the power regulators provided for the missions. Am I missing something?

First type of mission is not "real" AX, because there's no thargoids (no scouts, no revenants) and often this settlements are already online. You shoud check if settlement is offline or online in system map, before you accept the mission. There are often some pirates and many times you should use your own power regulator. and this mission can send you in any type of settlement.
Second type is, I would say, "real" AX, because it will send you behind enemy lines, in thargoid controlled systems, only in military settlements. You should be ready to be hyper/interdicted couple of times on the way there, you'll find the revenants patrolling etc. Reward is much better.

Rescues from alerts do are still available, but kind of… uneventful. A hyperdiction on the way in, which is always only interceptors that are unlikely to catch up before you high wake, unless you fly an Anaconda or something similarly ‘slow’. Follows, a supercruise journey with nothing.what's the threat if there are no rescues to run.
You should be able to find some around Oya next cycle(so starting tomorrow). The alert predictions look right to have alerts within range for AX reactivation missions in controlled space.Yeah have checked daily and nothing I was looking forward to going at one with a banshee protecting it. Oh well back to the grind
