It's getting the Python II three months in advance for the price of an...ahem...ship kit by today's standards. Insofar it's early access for ARX, implemented as a prebuilt ship.
Btw prebuilt as in: you would be
better off buying the thing from a shipyard, as the modules on the standard are the same E-rated ones you would get from there and your first task as a fresh owner will be getting rid of them asap and fit something better (like, it comes with 2 small pulse lasers, two undersized cargo racks, a 6E shield and an SCA, no utilities, everything else E-rated except the outdated class C SCO FSD and flies like a brick). It only really shines when upgraded, and those prebuilt modules are always in the way with their limitations, so I sold them all.
Same might be true for the Stellar version which may come with better modules, but also prebuilt ones. Plus a ship kit with (how many, 6?) parts you can buy separately and, as the only exclusive item, that special paint job one may like or not (I don't).
They might leave the prebuilt standard Python II in the shop for whatever time they like, but then, it would have no benefits except saving you 67m of credits plus the module prices, that's all.
As for rebuy costs, IdK, as I didn't crash it yet, but once you fit other modules, that zero cost benefit is gone, and lets say 6.7m for the hull (less with LEP) is not something I would truly worry about except at the very very beginning maybe
