You got your answer already but sometimes forum speak is a language unto itself isnt it? Sometimes they make sense over time and others you just have to ask :)

1. There are ways but some gankers use PG & Solo to mat collect etc so they arent actually in Open all the time.
2. Some gankers will take each others bounty, thats why its capped at 2m Cr, sending 'they got killed' messages seems ok at first but its not, its potentially harassing type behaviour or witch hunt mentality, it doesnt lead to good places.

Thats what the lawfuls are for :) Most gankers arent that good they just rely on people panicking or being stationary or going very slow. I did suggest that the Gankademy see what is the lowest build they could get away in. So far I know an A rated un-engineered Cobra mkii got away, high-wake obviously, am waiting to hear if theres even weaker builds.....meanwhile I am experimenting on my own :) Got Grom bombed the other day for the first time in the explo Conda and still left with 2 rings of shields low-waking, 2nd time I high waked out and back in. If there were lawfuls around Id have carried on low waking.

Obviously there are more accurate or more experienced gankers, but most arent, they rely on easy kills or wings.

Dont go near it! You read one page and you end up going back 10 and then youre hooked forever (and it will be forever, it aint gonna end), its absolutely hypnotic.
