An Open Powerplay would solve this.

No I could care less about killing a transport ship... its the whole games philosophy of not rewarding any challenge. The trade CGs always were based on % transported as I recall? As for the second part, just let me say I play in open for the record, but.... there's nothing stopping anyone from playing in PG or solo, competing with the same advantages, effectively negating them... and your post.
I don't really see this imbalance you refer to. What I can see is the 'pirate' type being disappointed about the lack of nice fat easy pickins trade ships in open.

Not sure the difficulty of this discussion.
Frontier delivered a game where PvP is entirely optional and they learned early that some players will collude to "earn" rewards designed for contested encounters without contesting the encounter, where possible - which is why we have a low player bounty cap.fdev started it
Personally I think there is a difference between 'PvP' and ganking. PvP, whether duels or piracy, can be fun and interesting. Ganking, the act of killing people just for the lolz, isn't fun. What exactly do you gain from ganking, other than the notoriety that you are, in fact, a basement dweller, who stills lives with their mother, and has no friends or loved ones, because you pushed them all away.Depends on ones personal definition of "fun", doesn't it?
If PvP isn't "fun" then Open is highly likely not the game mode to play in, especially if one intends to go to a CG system....
