Why won't all these items save as a blueprint properly?

I wanted to save this blueprint under a different name, so I placed it down:

But when I click to save it as a new blueprint, it isn't picking up all the items:

I never used to have this problem, but now it's been happening to the occasional habitat I try to save.

Can you try to lower the fence underground? Usually when items aren't coming along I raise the fences all the way above the blueprint and a good while below it as well, and that fixes it.
