That's what many of them do want. That's why the proposal for Open-only Powerplay is so popular with them - they would be put into a game mechanic specifically for players to fight other players to expand their team's Power.
No, their imagining of the purpose of making PP open only is that it will force all the non-PvP people hiding in solo and group doing PP out into open so they would have more targets, if you think they have anything else in mind you are likely wrong. The actual result of making PP open is it will kill PP once and for all because most of the people doing PP will just stop.

I would like to play open. I'd like to play with other players. It'd create for me a more open and immersive world er.. galaxy. But I hate pvp more than I desire to play with others
Thanks! Good to know they keep such detailed records. I think it would really behoove Frontier to publicize some average samples (anonymously, ofc to avoid the name and shame thing) in order to justify some of the rhetoric being played out in the forums, Reddit, Discord and YouTube and everywhere else.
Would love to see just how many of these "gankers" are indeed facing equal opposition or how many are simply shooting others for lulz.

The interesting thing about discussions like this is that Solo is seen as an alternative galaxy. It's not a different experience because it's not a different galaxy. It's the same galaxy, with everyone else kicked out.
The pvp itself is fine, even when its totally unexpected...what turns me off personally is the toxic attitudes behind it. If pvp was ddne fer role play purposes, Id be absolutely fine with that and play along with genuine pirates, part of the experience.
Unfortunately, the reality isnt quite as sugar coated and bona fide role players are as rare as hens teeth. I play in open most of the time but always switch to solo in busy areas and CG...just not worth it unless theres some incentive to sit and listen to their drivelling childish taunting. No incentive to put up with that...solo it is.
Ye wanna fix open? Fix the toxicity and that fixes open...anything else is just a bandaid ^
PVP should be a toggle, You should be able to toggle it off and never have to worry about it, then I'd use open for more than just resetting the mission boards
I explain to myself that "space is big". In reality, if you zoomed into a solar system and made your way to a habitable planet, you'd be very unlikely to ever come within 1000km of another spaceship, except maybe at the station. It's not Solo that's empty, it's Open or large PG that's really crowded and full of amazing coincidences.
