No it's doesn't. Not from what I've seen and I've been around several years. No one thinks they are incompetent or unprofessional due to pushing an update a few hours. If you want the best version of a game people can wait, and i'm sure they don't mind doing so.

That's overstating things a bit! I love Elite Dangerous. It remains my perfect game. I do not however equate a delayed update to a top level domain for an entire government going down.If GOV.UK went dowm, I think there'd be much unhappiness before an hour was out.
