Morbad's issue might have been resolved by communication with the third party, which may have been tried to no success.

That's the game as bought - if it's biased against particular players' desires that does not necessarily mean that it's a problem with the game.

Problem for your kind of players there is no OpenPVE mode. Some people want full co-op mode without member number restrictions but without gankers too. And do their utmost to get that with tools available. And one of those tools happens to be block tool.In a crowded system there is usually no way to identify the specific third party responsible, and asking politely in system chat just exposes one to actual harassment.
At best it will get one blocked as well, which fixes one problem at the cost of another. A couple of people who would probably enjoy Solo or PG more can easily turn what should have been one instance into several diluted ones, harming the game for many while still not excluding everyone they'd like to exclude.

I suspect, given the advice given by Sandro to a player a few days before launch, that the block feature was always meant to influence instancing - that it may not have done so effectively at the start may be due to bugs rather than design.When I bought my LEP, block didn't have anywhere near as strong an instancing weight as it currently does. When I first tested it, I was convinced it was chat only. In hindsight, it was probably doing something, but it sure didn't prevent instancing. The game's manual only says it "reduces the chances of encountering" a blocked player, and it doesn't elaborate on how it does so. The vague details came much later, and block didn't hit it's current strength for even longer.
If I had reason to believe that blocking people in chat was going to exclude me from encountering them, or worse, exclude others from encountering them, there is no way I would ever have backed this game, much less purchased the LEP later on.
Of course, by the time the feature got to this point, there were much bigger problems (consequence optional gameplay, for example), still no competing titles, and Frontier already had my money.
Depends on activity. I do think for example many AX pilots do not want to fight it out with g5 murder FDL plus the thargs....The secret is to not complain, just get on with whatever your personal solution is. I am not an open only advocate, but it would positively affect the way I play with very little downside. Open PvE would just make yet another community split making it even less likely to meet another Cmdr (positive or negative).

Then you equip accordingly, fly accordingly or avoid that area- you know, play the game and use in game methods to continue..... given the predilection of gankers to reduce the risk to themselves to as near zero as possible before engaging targets that stand little to no chance against them.
