They don’t need netting. I’ve seen them in my local zoo in an open savanna enclosure with zebra and vultures.

There's only two places that keep them in North America, and I can only find a handful in Asia, so yeah, it's incredibly rare worldwide. I actually have seen them irl which has warmed me up to their potential inclusion very slightly, but overall I would much prefer just about any other similarly-sized bird that actually has a meaningful zoo presence.
If this is asking about the hornbill, I remember building one for a mixed savanna habitat for the oregon zoo. The open habitat featured giraffes, gazelles and ground hornbills. A picture shows one at the bottom:
Idk why the "its usually not in open habitats" argument is a thing (for stuff like crowned pigeons and other ground based birds that is).
We got PLENTY animals that are usually kept in aviaries, topped of enclosure, or completely indoor settings and yet all of them are standard habitat animals. If realism is that factor here one can always build an aviary or cage for them
Every shoebill enclosure that I am aware of is netted or otherwise closed-roof.

It's more a thing of "how realistic is it that they don't fly in game" thing for me, that let me asked for netting. I just don't see an Ara sitting on the ground the whole damned time, while other birds I could.
I get the indoor argument, but do we really have any animals that are NEVER kept outside an aviary IRL?

Fun fact: I actually do net my clouded Leopard habitats. I believe I saw some Jaguar habitats without netting though... can be wrong.
Again, the netting argument was more of a "can I imagine that bird mostly on the ground without it totally breaking immersion for me.
But how though? We are lacking in smaller birds, the hornbill would be so unique.
I think the guineafowl and ground hornbill have equal unique appeal to them. Both are common sights in zoo african areas and either choice gives us a small habitat bird for africa.
Ranking African birds imo:
- Southern Ground Hornbill
- Secretary Bird
- Grey Crowned Crane
- GuineaFowl
- Vulture
- Marabou Stork (underrated)
- Shoebill
- Everything else

I'm back from my vocabulary research to tell you all I want a Griffon Vulture. I would net their habitat, as I saw them in a free fly show and I just can not imagine them in a normal habitat, but I can live with them being a lot on ground. And that stinker in the free fly show was the funniest thing on earth. Talkactive like my cat.

For a german example, in zoom zoo gelsenkirchen they are kept in one of their 2 african savannahs with giraffes, impalas, blesbuck, pelicans and kudus

Really hard to rank the african birds in a strict order, its easier to put them in groups for me
S tier. Guineafowl, egyptian goose, grey crowned, (pelican, id be fine with every species really)
A tier: Secretary, ground hornbill
B tier: everything else
C tier: due to the absolute lack of birds there isnt one that isnt atleast a decent (B tier) addition
C tier - another ostrich
