This is true and I agree on everything but your point on filler animals that is a result of the games age not a lack of effort as we get further and further into the game the number of animals that are not filler gets smaller and smaller as all niches begin to be covered.
Only partly in my opinion. One of the antilopes could have been a baboon, the gibbon (even though I like it better than the siamang) a unique smaller monkey, the second flying fox a walkable Kea exhibit, the normal exhibits could get an addition with animations to receive the cobra instead of the viper or some small mammals.
They could have worked on climbing to make sloths an habitat species. Add more enrichment items with new animals again. Give the devil a wider sound range, as should have happened with the Ass.

Visually the animals are superb (unless they are felines and to some extent canines), but on a deeper level corners are cut. Again, not the devs fault but I assume lack on staff on the project.
 
I find that temperate pack to be way too carnivoran heavy. I'd drop the coyote at the very least for a boar, wisent, or even a swan.

  • Yellow Throated Marten
  • Southern Pudu
  • Mandarine Duck
  • Parma Wallaby
  • Western Capercallie
  • who cares about exhibit

Voila, 8 animals, one carnivoran, ballanced as all things should be
 
here is my dream roster for an antartica pack
  • leopard seal (my local zoo had these for a while when I was young)
  • Antarctic fur seal
  • rockhopper penguin
  • crab eater seal
  • emperor penguin (I will fight to the death that the king was the wrong choice)
  • orca (Its a game ok)
  • gentoo or chinstrap penguin (goes well with other penguins)
  • a petrel, skua or albatross

I don’t think an Antarctic pack would go over well with the community.

This i do like. I see it unlikely that the ABB won't be in it though.
 
I don't disagree that the mountain pack is most likely, but I will repeat myself: pack filled with favorites is not happening
Didn't that kind of happen with North America and Southeast Asia? As an American, all of those species are decently represented and well known amongst most zoo-goers I would consider any of them oddballs. I don't think oddballs are a given, but definitely likely, since most packs do have them.

I'm basing my reasoning more on the last two years of DLC, as it seems to me to be the current model.

Scenery largely hadn't had the same issue in representation, but I think SEA tried to include All Star roster and it backfired (Binturong, Tapir and Dhole models).

I believe since then the approach is more calculated.

NA is exception, that I admit. Reason could be, in my eyes, that non-Arctic America was so poorly represented, that any picks would be good picks. But yes definitely an exception
