Before the update, I was earning merits based on the sale price of the commodity at the destination station. After the update, I'm now earning mertis based on the purchase price of the commodity at the source.![]()

This can also be in fort systems - I just tried it.
Make sure you don't swap ships with your freshly mined commodities in though, as the game seems to clear the metadata of said commodities and forgets it was mined, making them worthless for merits... of course.

Allocated Resources used for Undermining (under which activity Winters' Liberal Propaganda falls) has no distance limit. Simply find any control system of any enemy Galactic Power and deliver to a Power Contact NPC.
