All the in game lore shows that the Federation is beholden to corporate interests (there are more to worry about than Sirius), where as the alliance is the real democracy (and has all the associate mess to go with it). Having been away for something over 18 months until a few weeks back, I wasn't sure if I was simply mis-remembering how things used to work.Also, I don't know if this change was made with Ascendency or not, but when you drop down from super cruise in a system, it now almost always has one or more groups drop down near you. Sometimes local faction NPCs, or Security forces, or Friendly and/or Enemy PP ships. I've lost track of the number of times I've dropped down for my own reasons and juicy enemy Type 9 freighter and 2 escorts drop downed as well.
I will generally interdict any enemy pledged Cmdr in my power's territory...but I take the most pleasure in destroying Empire pledged CmdrsMy only PP enemies (that I actively enjoy blow up) are Jerome Archer, Yuri Grom, and Pranav Antal. I tend to leave everyone else alone... unless their npcs are in my territory and easy merits.
PP ships attack me every time I try to land on my fleet carrier. They don't become wanted, so I can't shoot back. If I do, my own FC blows me up in seconds. They're not a problem while I'm mining in my very strong Cutter, but I'd have no chance in a Type 6 that I want to use to make some videos. Once they land fire on you, you can't engage the docking computer, and, mysteriously, the ship seems to become impossible to land. I don't recall if the one or two times I was attacked if they said anything before hand. It's rare, they usually aren't much of threat (even to a small ship) and either ignored them or blew them up depending on where I was and whether I wanted any crimes against me or not.
Also, please note, killing enemy PP ships will only get you a bounty on yourself when outside your power's territory. And even then, you NEVER get notoriety, just the bounty (which is easy to pay off). I only abstain from blowing up these NPCs when their bounty might complicate matters for me (e.g. I need to dock at the station in the system they attacked me and I already have notoriety and can't easily dismiss the bounty).
Your average NPC "What have you got in your cargo hold?" is far more dangerous than most of these PP NPCs with itchy trigger fingers... at least, in my experience.

Yes, because I'm away from home doing a bit of mining. The video would be for beginners, who don't have access to anything bigger. Although, just a couple of days ago, I interdicted a low(ish) ranked Cmdr in an Anaconda who was pledged to Arissa Lavigny-Duval - I took out their FSD and drive when they agreed to leave the system...so I took pity on them, and allowed them to reboot and leave (I made a new friend too!)

the game is called Elite Dangerous for a reason. it is a dangerous galaxy out there, not some fairytale lalaland. Plus, I've read the elite lore and the Federation is not exactly a saint amongst saints.
Personally I love the empire, and I have ZERO problem with their slavery. It's a choice imperial citizens make if they can't pay their bills and gotten themselves into a debt they can't afford. I see nothing wrong with that, morally.
