Sure those could be legit reasons, but you didn't answer my question about how scanning a pilot works. I'm just trying to understand if you can scan someone to determine their pilot status regardless of the ship they are in.

There is a module called Kill Warrant Scanner, it shows you all the bounties the pilot has collected no matter were. Apart from that there is sadly no indication.

I've seen the module, didn't realize that's what its for. That would be a legit way of determining someones pilot record.
