Of course the EULA isn't this specific. If it were, it'd be a thousand pages long. You're basically making the argument that you can use a specific racial slur in chat because that racial slur isn't explicitly forbidden by the TOS.
No, what I'm saying is that murder is explicitly allowed and that you don't have a single scrap of evidence to support your position of "murder is not allowed in stations."

7.3 is a communication clause, not conduct.

Nothing to do with station camping. If the dude was spamming racist slurs wile murdering everyone, then it would be a different story.

It's easy to fix this (assuming no external hacks are used).

You get rid of SCB's then if you deploy hardpoints inside a station, you lose docking rights (you have to exit the station the same as if you went in without permission). If you dont put hardpoints away within 5 seconds, or exit the station in the allotted time then station defenses kick in.

Also, shooting a ship, player or otherwise, inside the no fire zone of a station should reduce your faction standing (major faction standing). The amount it is reduced depends on the standing of who you shot. If they were allied then you become hostile. If they're not allied, you become unfriendly. Wanted or clean doesn't matter in this situation.

This should put an end to this kind of behavior.
 
Go to another station, pick up a cheap Sidewinder, and head back. Stick your head in the door just far enough to get a screen cap or vid of said idiot, then use the report feature.

Eventually, someone may actually see the ticket and do something about it.

If you read it carefully, it clearly states its intent. Here I'll even quote the section.

I'm just stating the obvious - sociopatic behavior is the only reason you would engage in Elite Dangerous PvP (and in most open world non-consensual PvP in other games).
 
The key to this is not only in dealing with the ship in the station.

Repeat offenses within a certain time period should be subject to ever and exponentially increasing fines until the subject can no longer realistically re spawn at that station (or factions station) without incurring massive cash losses.

Honestly, I think this talk of nerfing chaff or buffing station defenses misses the point a bit. A resourceful player will always find a way to kill a commander in a station.

For example: Just now, I pincered a commander python between the station walls and my type 9. He kept colliding with the station and my type 9, pincered between the two, and in about 30 seconds he was dead. I was just doing my normal trade run, he was on his way out of the station, I saw an opportunity and I took it. No bounty or fine for me, and no hull damage either.

My point is this: No matter what you nerf, or how you buff station defenses, the station will always be a choke-point and natural spot for an ambush, and people will find a way to use it. It's a box where the only way in or out is a tiny slot. It's practically made for slaughter.

Wrong. By joining open, you are consenting to all possible interaction with other players. So while it may not be what you would like to happen, if you get into a scrap in open, you have consented to do so. Now if you somehow got into a fight with a player in a mode that states such interactions wont happen, like in Solo, then you can say it was non-consensual pvp. Everything in between those extremes is why there is a third option.

This thread is not about any of that though. This thread is about players able to do things in the game due to improper balancing and possibly using modules that shouldn't exist in the first place in ways that they weren't intended to be used. This has nothing to do with player behavior and everything to do with the functionality and mechanics of the tools given to players to use.

Depends on your point of view. That kind of death is definitely a death without honor though. His spirit will not join his ancestors.

that aside,
colliding with other ships inside the station should technically be treated as a docking procedure in-fracture with the appropriate deadly response behavior going into effect against the ship in motion on third strike or so.

Proper procedure when in a collision would be to all-stop first, then move away from the other ship to a safe distance.

Piracy is a perfectly valid, non sociopathic path to take to engage in elite PVP.
 
All that needs to change is that when you enter a station all weapons are disabled, just like how your thrusters are disabled when you dock.
Seems like a reasonable requirement of entering a station, or even the entire no fire zone outside. Guns are disabled, instead of providing silly pittance fines that mean nothing.

This is a good idea, but still if peeps want to shoot in stations let them do it, just increase the penalties, so it makes it painful for all concerned
