I'm having the same problem. Keeps going up and down, should pick back up.
I had bad download speeds in Windows 7 until I've changed some settings (can't remember what 
) and now I have decent speeds. The download would start with good speeds but then would slow to a crawl (0.001) at about 20-30%, even after the downloading frenzy was over.
The solution I found on Elite Dangerous forums.
Don't have time to look for that thread, so sorry for not posting a link.

I have tried that this time. In the past some have said it improved things greatly, and others that it made no difference. I seem to be in the 'no difference' camp, or at least not much difference. Download speed is still very slow: looks like around an hour and a half, total. But at least I am not (yet) getting periods when it simply stopped for a while.
3.67gb seems excessive even for a major update! I think some work needs to go into streamlining this kind of thing... at my normal internet speed that's going to take about 5 hours

The list of fixes alone is by all means IMPRESSIVE. I really like the new audio and the new game features are simply awesome. Wings adds so much to gameplay and immersion.
And to the designers, modelers, coders and audio engineers of the Fer-De-Lance... because of you, i now have to spend days, probably longer to afford this ship... BECAUSE OF YOU!
It is really fun to witness the dev process of Elite: Dangerous! You people at FD make much bigger companies look like lazy fools. A true thank you, for all your hard work!
