And if you did know, what are you going to report? That you two made contact? Was it intentional? Accidental? What if it was your fault, but THOUGHT it was the other guy's fault? What if YOU ram somebody ELSE, then report the other person on purpose? What if somebody is intentionally blocking the mailslot, who's intent is to get people to go into it, without being able to get out? (station death)... Ramming them should be open season to get them out of the way of the mail slot... so what then, the guy reports you for ramming him? What possible punishment could FD give out based on something that can't be accurately determend? How could anybody check any of these and determine intent?
This has been discussed a thousand times... there is no way to determine intent. Or as we can see from the mailslot example above, even intentional ramming can and should be able to be carried out without fear that your account will have action taken against it.
The only thing I can think of... is out in front of the station (call it... 1km), as well as inside... ship's maximum speed is SEVERELY limited. Call it 10m/s... Maybe the ships are limited by some kind of futuristic tractor/speed limiter beam.. some speed that prevents damage to either ship... Sure it would increase how long it takes to dock and get back out again, but so what, it is already WAY too easy and fast to dump 500 TONES of cargo, and load up a different 500 tones, and launch. A time sink for traders wouldn't be a bad thing. (flame suite on!)
