Jettison (abandon) shouldn't exist

I say give pirates their tools they want just as long as everyone else gets tools to balance it out.

Tracking module:
One time use
Purchased at any station with a commodity market.
$10,000 Tracks for an hour, when pirate ship is destroyed can be collected and handed in for $5000 reward
$50,000 Tracks for 12 hours, when pirate ship is destroyed can be collected and handed in for $25,000 reward
$250,000 Tracks for 24 hours, when pirate ship is destroyed can be collected and handed in for $125,000 reward
Is released with cargo and mimics what ever cargo is dropped with it.
Tracking bounty can be broadcast within Galnet for as long as the tracker is active.

EMP
$100,000
one time use
Once deployed will detonate within 5 seconds
Shutting down ships systems until rebooted, Any ship not in silent running mode will stay offline for 30 seconds before rebooting
( Trader or pirate could deploy this as a weapon but once fired it attracts a large amount of system police )
If in silent mode when deployed ship/ships will only be offline for 15 seconds before reboot is possible.
5km blast zone radius.

Class A cargo bays:
Fits each piece of cargo with an auto destruction module, Once cargo has been abandoned or jettisoned from current ship cargo becomes active.
If ship that released the cargo is destroyed cargo will explode causing massive damage to internals modules.
Range: system wide
Timer: 5 minutes until deactivated.

The other thing to remember is that not everyone speaks English, both pirates and traders alike. So whilst my "stop and submit to a cargo scan. any attempt to run or draw weapons will be met with death" bind as an English speaker would turn in to "stop or die" from a non speaker.
I can understand that, but what I've had so far is not "Stop or Die" as I'm generally already stopped, but "Drop all cargo or die". Which was especially stupid and vindictive during the 20T maximum was in force. And my stock answer is "Die" to that question. The one time I DID get a "Stop for Scan", the guy wanted 5 out of 7 rares, so the answer was still "Die", but I had a bit of fun charging him and taking some of his shields down first. At least that made the insurance re-buy that little bit sweeter. I still have a surprise or two up my sleeve for any other greedy gits out there.

Some people just want the world to burn.

I disagree. The big risk of being a pirate is getting blown away by someone who doesnt want to give cargo.

That's a completely asinine statement. Pirates do not attack ships who have the possibility to blow them away in the first place. There is no actual risk to piracy.

Were you doing CGs when that happened? Sometimespepeople oppose them and either kill you or make you drop all your cargo.

Nope. Not taking part in PP, not working a CG so far as I know.
.
Happens almost all the time to me. The only time I actually got scanned first was when I was taking 50T of Diso Ma Corn to Bast, returning with 7-10T Bast Gin. Had 7T that trip and a load of .... can't quite remember, think it was fabric just to fill out the hold as I could make a little. Profit on the rest was around 3K in total, not even a decent portion of 1T of Gin, but every little helps, right?
.
Not a bad little run in an Asp as I was trying to make up for the weekend I lost to the 1.3 patch. Now I'm in a T7, rares don't interest me as I can get the same profit/Hr from non-rare runs with a much lower rate of being stopped.
