Was it one of those 9 minute bounties? If so, you needed to exit and re-enter the system.
That would only work if they needed to get their same ship back. If you don't want to pay you could just take the free Sidewinder and not pay a dime.How about the player with the bounty on his head being forced to pay the bounty from his own purse when killed?
Example: Player with bounty get's killed by "a friend" to clear bounty and this appears:
Sidewinder rebuy cost: 1217cr
Bounties issued: 2,225,337cr
Prone to abuse? Yes indeed, but at least the PK'er eventually will pay a bit more than he/she must do today.
If you look at the bounty in the transactions tab of your HUD you will see that once the timer expires it is cleared on H-Jump, as in hyperspace. Leave the system, you will then be clean. Since you need to leave the system to clear it anyway you might as well dock up somewhere you are clean, removing the problem of being scanned.
Maybe instead of changing the bounty system, it would be better to add a way for bounty hunters to track players with huge bounties.

Also I think it doesn't matter how high a bounty is... there are so many bounty hunters around, they will happily try to take care of anyone with even a small bounty on his head. The problem is: They can't recognize wanted criminals as such most of the time, because thanks to the abolishment of major faction bounties, they are clean as angels outside of the systems they commited crimes in.
Simple solution: Make kill warrent scanners usable in SC. Pulling other commanders out of SC just to scan them is very impractical.

Id be happy if cargo scanners worked from sc. It would make piracy more efficient imo. Do you realize some people work very hard to increase the bounty on themselves? Personally i have very little time to play, but every time i log on, i always strive for the biggest bounty on my head i can get (and i prefer to get the bounty from player kills).
I don't think paying off your bounties is the issue.
Most players who are properly naughty don't!
The people that do are the ones who accidentally shot a cop in a res, targeted a wanted before the scan had finished or got scanned carrying illegals.
For them that's fine.
Someone said a change is coming to space wide bounties, I cannot wait for this!
