Hope you're right, as Isinor is a permit system that's now bugged, you can't get the permit. If I manage to return from my current exploration trip in time, I might spend some time in Riedquat space.I don't think it was Isinor, but don't quote me on that. Unless you have the Isinor permit from 1.2 then it can't be Isinor: the permit is bugged and currently unobtainable.
Once we learn the mystery of this one, we can figure out the thinking behind it and the steps we were meant to take to solve it, hopefully this will help with all of Frontier future puzzles.

In part you've already triggered the next phase and that's some of what is coming. There's other aspects that haven't been found yet, so these will come in foreground a bit more.

I know we keep operating under the assumption that it can be solved in current game. Just weird after 25,000 posts to have MB come in here where we are currently trying to solve UA with current game to talk about us finding stuff put after patches and updates in the future
