Where can we setup shop system wise, can we inhabit a system outside of the current Inhabited Human Space and colonize planets and become a power that way? Would there be repercussions for doing so?

It needs to be an inhabited system already. That could be one far out, but that would make it very difficult to expand as expansion requires the system to be populated. We would advise picking a system within the bubble.

Would we be able to claim a controlling/major station if we were to house ourselves in an NPC occupied system? If not, would we start at an outpost?

As long as there isn’t a player sponsored group in that system already then you will be the controlling faction for that system.

If there are two minor faction applications in the running for the same system, what will determine who gets the system in question? Will it be first-come-first-serve?

It will be first come first served. With exception of groups making a claim on an existing minor faction which will go through a more rigorous check with the developers.

So If I understand this right, If a player group has applied to become a minor faction based in let's say LAVE then no one else can ever apply to be a faction in LAVE once GroupA's app is accepted?

Given the number of groups that are likely wanting to be participants in quality systems, this seems strange to me. Why not have a number of player factions able to actively compete over a system? Or did I miss something?

I imagine that if multiple factions wanted to be based in lave then then most active one will end up kicking out the others, your best bet would be to have a base a few systems away then annex lave. I imagine that lave would be a popular choice for many groups, so it wouldn't be a good starting point for any group.
 
Last information very important in the last dev'update (09/10/15)

The first batch of player sponsored minor factions has been processed and will be available in the beta build soon. When the CQC update goes live they will migrate onto the live servers. The aim is to release this at the same time as the Xbox One release, so on October 6th. For the minor factions that have been approved we’ve added descriptions to the relevant systems. The few that haven’t been approved will be communicated directly through the community team and we’ll take another look at them when they’re resubmitted. Note that while we can add new minor factions through the server, the text descriptions are client based so will only be updated when there is a client release.

 
Any ideas where we can see which ones have been approved? We're an official player group but I didn't receive an e-mail on that either, just included in the forum post

Michael said Zac doesn't have the final list yet as it's still being processed. But I guess it'll be not too far in the future. Give 'em time!!

I just want to kind of make sure that our application HAS been submitted properly and I didn't send it to some stupid address. The wording of that made me though a list had already been published. (EDIT to add quote "For the minor factions that have been approved" made me think that part had been decided already)

Are player groups actually being 'converted' into factions or are registered player groups just getting an NPC Faction named after them that they will be able to run missions for? Just curious because I'm clueless as to how the whole in-game grouping system works. I didn't know you could form groups in-game beyond private session groups and open play wings. I just always assumed the groups recruiting here in this forum section were meta-game groups who all have each other added as friends in-game

All player factions will work like this.

1:- they will have chosen one pre-existed name and adopt as there faction.

2:- they create there own new faction name and submit it.

They then select a system and location for it to be based.

The faction will run as a npc faction where players can work for it.

Aside from just picking out the missions for a faction from your local bulletin board, how does one 'adopt' a faction? I know how to pledge within powerplay but is there an actual button you press to "adopt" a faction? Sorry to sound like a noob but most of my ED carrier up to this point has been running random missions for anyone who is fed and doing RES sites and CZ sites but I'm trying to get into factions more

nvm.. I'll just get into a group and watch how things work instead of asking here. thanks for your answers so far but the OP does not say how someone, ie myself, can adopt a faction and have it show in game that you support them other than emailing FD using the format in the OP

I was unclear about this in the beginning as well, while I haven't seen a definitive answer, I'm pretty sure that at least immediately there is not going to be any in-game indicator a faction is player supported. I think the most obvious method, what I and alot of others probably opted to do, would be to put in a request to have a faction created and make the name of the faction something that evokes your group name. So long as it is reasonable and doesn't break canon or immersion, you probably stand a good chance of getting it included. If you are looking for something in game though that says specifically "This faction is backed by player group Brain Dead Monkeys", I don't think thats the intention. Not in the near future anyway.

That's my understanding. We don't identify as supporters of NPC minor factions, so I'd think they will make membership of player minor factions similarly anonymous. We can't identify ourselves as alliance members either, and there's been nothing said about identification with minor factions that are being "sponsored" by such alliances.

I guess the thinking is that the player minor factions should be essentially identical to NPC factions, so any player can gain rep with, and support the success of, any minor faction they like. The only difference between NPC factions and player factions will be that the player factions will be manipulated a little more directly by out-of-game "meta-groups" of players, so if you want to find a player-supported faction to support then the only way will be by word of mouth, following the forums, reddit, and galnet postings.

i just notice that there's a "description" in the formular, but where this description gonna appear? is there a limit of characters?

Also, what is the difference between the Name of group and Name of minor faction? how does it affect the game?

With some of the factions appearing in the 1.4 beta, I got to say I'm a bit disappointed on how extremely lax the rules on choosing a system were. I thought that important systems were going to be kept out of bounds.

He Bo was given to an independent group. A system right next to Alioth. With the introduction of faction removal, this means that this group can threaten Alioth immediately with its expansions. The HQ of the Alliance. He Bo is also a system that has never gone independent ever since the game released as well.

Zaonce was also approved. But at least this one was given to an Alliance group. I'd have expected the Old Worlds to be out of bounds though.

I'm sure there's others.

there are a couple of systems in the old worlds that have been claimed by player factions, I understand that the Code player faction is in Orrere one jump away from lave so groups claiming that cluster will have some fun.

Perhaps we stand corrected, since the player group description shows on the galaxy map, and systems that have no player created faction seem to have none, it will at least be easy to spot the placement of player created factions.

Kinda gives an unfair leg up on player groups who elected to support an existing faction, they ought to at least be able to submit a description for their faction so they can show on the map also as being player supported, so long as it stays within FDEV's established canon.
 
I went to Sol to try and find the Drunks. No sign of them. Of course, being the total inebriates they are, they probably guzzled too much vodka and have absolutely no idea where they are.

Looking at Dark Echo of Disci, existing factions will also get a description indeed.

What new factions get and is unfair is a free expansion, since they start at 90% influence. Unless everyone's expanasion cooldown resets on 1.4.
