If we watch just game mechanics, we know that you can find "mission" objects, even without accepting missions (Black Boxes, Hafnium, Painite, and so on).
That said, could be that accepting the mission makes the spawn easier. But first, adjust your tinfoil hat.

I wanna say, we should be able to locate them regardless, but it is a fact that SS with mission targets appear more frequently to accepted missions(even outside the target system).

As of yet, no one who has the mission has found the barnacles, or they have and haven't told us. So either it is found in a particular place, or they haven't even bothered searching.

What if the tin foil hats are preventing us from seeing Meta-alloys and barnacles (or barnicles... What are those anyway, a hybrid breed between barnacles and icicles?). Or even worse: barnacles only grow on the back off tin foil hats!

Probe recording: Merope 1A

I found what it looks like a probe in Merope 1 A, I recorded about 2 minutes of the noises it makes, I have no idea what to make of it. Morse maybe?

so well uhm what is this next to the SRV dock:

is it a Barn(a/i)cle or some badly textured lamp thingy?

It's a screenshot from the SRV dock on my Anaconda, the SRV dock on a friend's Asp didn't have the same weird looking stuff sticking out.
Other conda pilots please check your srv docking bay

That's really interesting. Could you take a few screengrabs, close-up, from different angles using the debug camera?

It could be quite hilarious if it turns out some pilots who have been scouring the galaxy looking for barnacles have had one stuck on their ship the whole time

I have that on my 'Conda too. One on each side of the cargo hatch. They are lights, even if they do look a bit weird

I think those, which look like nav beacons, are a pretty normal find. I found one in the T Tauri system (HInd Nebula).

I had one on a moon of Mapoditis. It has a data point & if you scan it you get an Intel package. Mine was for the Feds. Guessing all major powers will have listening posts & spy satellites in other's territory.

Check, yeah i thought so too. Looks exactly the same.
Can't remember seeing those things earlier though... have you been outside the bubble?
I'm currently doing a bit of exploring @ ~1500ly from Sol near HD 131336... and i have been to merope recently... so perhaps...

Havent had any trouble with Security ... the Dock is a little far from the main star so expect interdictions ...

A thought:

Most people know about The Dark Wheel, the story most associated with the original Elite game. Fewer people know about Imprint, which shipped with Elite Plus. It includes mention of a Thargoid Invasion Ship which attacked the story's hero in the Lave system. We don't find out much more about the Thargoids. Also, maybe/maybe not coincidentally, the listed target for the meta-alloys mission is 'Planet'. If you type 'Planet' into the Galaxy Map, it shows you... Lave. Coincidence?

I spent an evening on a couple of shell-system planets during the time when I had the meta-alloy mission, no luck.

I don't know how many planets are there in the galaxy that has "planet" in its name. Planet Lave has it, so the search will point here. I don't know if there's any such object.
Also If the only landeable planet of one of the most populated systems hasn't been thoroughly searched I'll wet
