Was there a crashed anaconda somewhere on Charon? Li Qing Jao station in Sol is experiencing malfunctions, maybe there is a barnacle site somewhere close to the crashed anaconda on charon...
 
Tidally locked does not help. It has to be on the pole of a planet with little axial tilt to keep pointing at the same system.

Even a pole doesn't guarantee anything because the axis of rotation precesses, like a spinning top that wobbles. Even a slight wobble makes a big difference unless the pole star is very close.

Anyway THERE IS NO MORSE IN THE BARNACLES SOUND.

Appears the one's surrounding the anaconda are random POIs, none of the coordinates are consistent each time I change instance (avoiding solo).
However the one on Merope 5C seems to be persistent.

It looks like even the random spawns have a certain set of conditions they require. They spawn near the crashed ship which will have the same general characteristics.

The most common characteristic seems to be the yellow sand other than being inside a nebula.
 
Can confirm disappearing barnacles. Restarted my game while hovering over a barnacle JC-U B3-2 21-96 and it wasnt there anymore (Solo). Logged out and back into open play and it was there again..
 
So as well as sparklies the barnacles appears to have some sort of MIST above it, like it's giving off waves of some sort.

Not the UA style double image, something different.

I agree, there has to be something more to it. Something geologically related.
