As far as the information I have received from here, the one that ultimately pays out, pays the price in influence immaterial of who issued the bounty or who died. I am assuming that it also applies that whichever faction receives credits from fines paid, gains. i:e if you are going to pay your fines off, give it to your guys.Uh... HELP!?

The cash, and where it is cashed. I had a simialr question, about where the cashing is done, and concensus was if you don't cash them in in the same system as the war, they won't count towards the war but appply to the system where cashed.
The BGS thinks 1=2=3=4 and 5=6=7=8=9=10 ie just two classes of faction number. You go into the closest sub 5 then its anyone's guessSo I got my expansion following todays tick, at last. Well happy with that. The destination was a surprise though.
I had 2 systems with only 2 factions in them, within the 30 Ly distance. So I was expecting the closer of those 2.
But it put me into the closest system at only 6 Ly, where there is 4 factions present. So the mechanics of deciding the system isn't quite just fewest factions, and then closest of those with the fewest equalling.
I wonder if there is a closer in limit, for example:
fewest factions <15 Ly away.
When I made a list of the factions within 30 Ly ... what turned out to be the expansion system was 3rd on the list.

Faction A has no pending war state in another system, so the war seems to happen in our system.

I'm still wondering about those Crime Reports. What are they supposed to show? Bounties and maybe fines that has been gained by players in the system within the last 24 hours? Facts first: In our system the Crime Report continuously states between 30,000,000 and 100,000,000 Credits. It's almost always a few million more than the Bounty Hunters Report shows. With about 100 up to 150 ships in the Traffic Report.
Let's guess: Okay, the Traffic Report might only show players who enter or exit the system. But even if we double the amount of players - let's say there are 300 of them in our system - that'd mean that every Cmdr had at least a bounty of 100,000 Cr on average. Since we see a lot of Cmdr flying in open, and almost none of them has a bounty, I highly doubt that bounties are that common among our visitors/residents. If a group of maybe 30 Cmdrs (so maybe about 10 percent) had bounties, each of them had to gain at least 1,000,000 Cr on average - every day!
Long story short - the Crime Report is either wrong or I don't understand what it actually states. What do you think?

The thing I'm unsure of for these and the ships report is do they count last 24h from now (ish) or since 00:00 that day.
I'm pretty sure it's the last 24 hours from now. I think I observed that values change continuously within a day. Not sure if it's realtime or maybe with some delay.
My observation and i could be wrong is it is applied when states are rechecked and that is on the hour every hour. In the absense of offical information this seems to fit the realtime but with timetick delay

bounty hunting will always "help" the ruling faction, more so, if claims cashed in on a station they are owning.
if you want to push that even more, don't hunt wanted ships of the controlling faction.
if the faction isn't in control, things get very complicated with bounty hunting, but this isn't your case.

That sounds counter to what is (generally) understood, and indicated in the chart on Dev Update #106. The controlling faction gets +2 (whatever) for Bounty Hunting. So I'm not sure what you're saying here. If the BGS acted in the way it is indicated, in theory the "Security" of the system would rise with BH, but would the "Wealth" of the paying faction drop?
