I wouldn't be so sure about that. The Border Coalition has some 600+ pilots in its three main groups alone. They've also got an incredible amount of knowledge and experience manipulating the BGS, powerplay and in organizing CG completion. Of course, numbers aren't really conclusive for anyone at this point because who knows who the main powerplay groups will support (there's no chance they'll stay neutral, a new player is going to shake things up so they need to make sure the most beneficial one for them wins), whose PR machine will be most affective in swaying unaligned cmdrs being undetermined, and we have no idea what the DG will actually look like. In the advent that groups are eliminated tournament-style, though, I suspect that if groups like SEPP and the ICU get knocked out early their players would back the Coalition as the next best thing. Add to that AEDC having large numbers and a high degree of skill + probably the support of every random alliance player who happens to drift by the CG (where as the other contenders are all independents) and SEPP having managed to make massive BGS changes despite the fact that their group is small and frequently out too deep in the black to be active, plus they're favorites of the explorer community.
GalCop is certainly a heavyweight, but it's certainly not the only one, and I suspect your advantage might not be so large as you think
