You are a player of a game, pretending to be a pirate in the game.
For Open Mode to work the players need to cooperate, work together to make the pretend game world work. By players I mean the human behind the computer, not their avatar (CMDR) in the game.
The CMDRs obviously don't need to cooperate.
Players need to cooperate by clicking on Open Mode in the menu. Willing to accept hostile interaction between their CMDRs. If players who want to play a role that is hostile to most other CMDRs in the game, then those players would be wise not to drive other players out of Open Mode.
The last few times I've been to the CG it's been totally empty. I see people elsewhere, like the noob bubble and at engineers, but the CG remains empty. Kinda weird.

I chuckled, it's true. Hey man it wasn't me laughing and posting YOUTUBE videos of raging commanders.. it was my Avatar.. I blame it all on my Avatar, i'm just a person peering through the looking glass. My avatar feeds off salt of whiney space truckers, my avatar is a real psycho, he really is a nasty piece of work.. It's ALL MY AVATAR NOT ME!

Instancing.
Most players where in an other instance while you got moved into a new, empty one.
keep telling yourself that. go find a good psychiatrist. you might need one.
Some of the best moments I've had in ED has been while being pirated and doing piracy.Not my problem. That's how the game goes. People are not asking me if I'm okay with the fact that my next target is going to combat log in front of me.
.For your information, I, as a pirate, am wanted in many systems, and therefor am chased by Elite PNCs that are after my bounty, just so you know what's really going on on the other side and not just what you suppose is going on.
Yes this is why sometimes people die and it's totally because the instance is crawling with bad peope. which means open is just full of endless ganking and everyone dies all the time. And then when it isn't just raining utter death and destruction, suddenly "it's instancing."
Let's ignore PG and Solo where a nontrivial percentage every CG occurs. Or that yes sometimes people are singularly instancees. It's a bit convenient to explain a lack of being dead as instancing. Bit too convenient, don't you think?![]()

Dude! You are funny! I mean, i feel soooo much pitty for you, that you have bounties on your head and are in sooooo much trouble.
The Elite NPC you mention, yes, they sometimes come for me. They are no different to all the NPCs trying to get me when i do legal stuff, run cargo, do missions or whatever. But the fact that you have to bring that one up as a problem tells me a lot. Sorry for picking on you, you have bigger issues...
I don't want to take a chance on running into a griefer.
I play Mobius PvE, and mostly for the reason that when I have cargo that took you a week or two to acquire, I don't want to take a chance on running into a griefer. For instance, an example:
You want to get a Gr4 or 5 mod for a module, and it requires a commodity that is rare or only acquired through a mission. You look for days for an acceptable mission with your commodity for a reward, and possibly need to complete multiple missions for the number you want. You travel hundreds of Lyrs, spend weeks on doing this. Then, on your way to the engineer, pulling out of a station you get insta-killed by a greifer with a Reverberating Cascade Torpedo!
This is what I want to avoid.
